To be fair; the legislative should really not bother with such special interest niche legislation. That's only the way to go if you really want thousands of bills per yer, more than the lawyers can keep track of.
It's much wiser to address issues more globally. You want to something about homeless veterans? Then do something about homelessness in general.

J, seriously, if you fast forward the video in 5 second clips that chick from Washington keeps saying "it's a really important bill" over and over, it's like playing the white album backwards.
Paul is dead. Thank god this bill will die soon too.
